A Former Ashanti Regional Minister who served as acting Chief Executive of the Kumasi Metropolitan Assembly (KMA) John Alexander Ackon has refuted assertions that the assembly accrued judgement debts to the tune of 44 million cedis, three months to election 2016 under his watch.
The details came to light when the new Chief Executive of the KMA read his first sectional address on the floor of the assembly on Thursday.
Mr Osei Asibey noted that the assembly’s debt books were riddled with a hundred and nineteen million two hundred and thirteen thousand three hundred and thirty three cedis and twenty two pesewas (GHC 119,213,333.22) out of which fifty million six hundred and two thousand eight hundred and seventy four cedis (GHc50 602 874) constituted judgement debts.
He however indicated that the judgement debt component rose exponentially from six million cedis to over fifty million between October 2016 and 31st December 2016 when the then Regional Minister, Alexander Ackon had taken charge.
But speaking to Host Lantam Papanko on the Ultimate Breakfast Show, Mr Ackon described as malicious the notion created that the KMA incurred huge judgement debts three months to the 2016 elections.
He contended that the figures shot up because pending judgement cases were delivered between August and December last year.
“In three months you could not have awarded contracts, no one would have defaulted in that period, and this could not have been attracted to the courts all within three months. Nothing new has happened in 2014, 2015, 2016. It is the old stock of court cases from 1992 which I have spoken about extensively”
“He could have avoided that statement because he only referred to a memo I requested for the assembly to give me the state of our indebtedness at KMA which was written by the coordinator who is present in the assembly now.”
“I think he said right at the concluding part of the debt profile that this is what the assembly members and some staff of the assembly have put the assembly into. But what he said regarding the three months was unnecessary,” Mr Ackon clarified.
He however advised the assembly to contract the services of a private legal consultant to help the assembly review and contest some of the judgements that are ridden with controversies. He further advised that the assembly use alternative means to negotiate some of the judgement debt sums and manage to pay off the rest.
Meanwhile, Mr Osei Asibey has indicated that a team is being constituted to review all the judgement debts and debt accounts accrued to the assembly dating as far back as the year 1992.
