The Police Administration has issued a primary report about its investigation into the claim made by a taxi driver that he was stripped naked in public by a police officer.
The following is the full report which was signed by the Director of Public Affairs, Supt. Cephas Arthur.
The Police Administration wishes to apprise the general public of the status of investigation into a petition submitted by Kwabena Danso against No. 36832 G/Sgt. Gabriel Tabri of Anyaa MTTD for assault and unlawful arrest.
A brief background to the case in question indicated that on 2nd May, 2017, a taxi cab with registration number GR 8379 – 17, driven by the petitioner [the taxi driver] was spotted by the defendant [the policeman] to have crossed a red light at Palas Town Junction at Anyaa and was signaled to stop, but failed to comply and nearly knocked down a pedestrian.
The Policeman, Sergeant Gabriel Tabiri, approached the driver for the offence committed and put him under arrest for jumping red light.
The petitioner resisted arrest, which led to a scuffle between the two, resulting in the allegation of being stripped naked, made by the taxi driver.
In a preliminary investigation conducted by PIPS into the matter:
- The Policeman stated that:
- while on duty at Palas Town Junction, he saw Kwabena Danso drive through the red light at Anyaa market junction traffic light.
- at the time, all vehicles at the traffic light had stopped, observing the warning.
- he signaled the taxi driver to stop but he refused to stop.
- as a result, a pedestrian was nearly knocked down
- it was another driver who witnessed the blatant disregard for the law by the taxi driver who offered to assist the policeman to get to the driver at a filling station ahead where he had stopped to fuel his car.
- when he questioned the driver as to why he drove through the red light, he flared up and told the officer to “go away with his stupid issues”.
- He, therefore, put him under arrest, and tried to sit in the driver’s car to be taken to the station but he pushed him out.
- the driver got down and gave his ignition key to his companion in the car and asked him to drive the car away.
- he, the policeman, held the driver’s pair of trousers by the waist, but he, the driver wrestled himself free to escape by tearing it.
- he subsequently held the driver’s top dress but he (the driver) tore that one also to free himself.
- again the driver removed the Policeman’s cap and threw it on the ground
- he finally jumped onto a motor bike and sped off.
- PIPS visited the scene of the incident at Glee Fuel Filling Station and interrogated three [3] independent witnesses to the matter who revealed as follows.
