Managing Director of the Ghana Water Company Limited (GWCL), Engineer Dr Clifford Braimah is making a strong case for the creation of a district out of the East Gonja Municipality of the Savannah Region.
He emphasized that decentralization is key to development, especially for deprived communities.
Addressing the chiefs and people of the Klor Traditional Area at this year’s Damana celebration, the GWCL MD intimated the need for the creation of a district out of the East Gonja municipality.
“Looking at this part of the municipality, it is deprived and so if they get their own district, it will easily influence development to the area.”
“The area is vast and the resources available are not enough but if they get their own district, they will have their own Assembly Common Fund and other funds which they will use to develop the area,” he suggested.
Dr Braimah gave the assurance that the NPP government prioritizes decentralization as a means of development and so will consider the applications submitted by the chiefs
“We will push for the creation of the district since we believe decentralization is a catalyst for development. “
On the 2024 general elections, Ing. Clifford Braimah appealed to the people of Klor to vote massively for Dr Mahamudu Bawumia and the NPP PC for Salaga South constituency, Adam Salifu Braimah.
Poor road network, inadequate education and health infrastructure are some pressing concerns of the area.
The creation of administrative districts and parliamentary constituencies constitute major aspects of the internal organisation of states.
The 1992 Constitution of Ghana invests the President with the power to create districts.
The President under Section 1 subsection 2(a and b) of the act, may, by Executive Instrument, create new districts, municipalities and metropolitan areas.
However, the procedure and criteria for their creation are spelt out in the Local governance Act of 2016 (Act 936).
Successive Government have created districts and elevated some to municipality and metropolitan levels.
173 Metropolitan, Municipal and District Assemblies existed in 2010 and by 2017, it increased to 216.
In November 2017, A Legislative Instrument (LI) was laid in Parliament by then Local Government Minister Hajia Alima Mahama for the creation of 38 new districts bringing the number to 254.
Currently, the number has grown to 260 by splits in 2018 and 2019.
The Guan District was inaugurated as 261st district in October 2021.
Fast forward in 2024, the Local Government Ministry has received petitions from chiefs for the creation of additional districts with some aiming to be elevated to municipality status.
Three areas in the Savannah Region have submitted petitions to the Local Government Ministry for consideration.
The Bole District petitioned for elevation to a municipality status whereas the Central Gonja District and the East Gonja District petitioned for a split.
