A Ghanaian architect by name Dr Ekow Sam, who is the Consortium Coordinator for Design Associates Development Consortium, has written to President Nana Addo Dankwa Akufo-Addo to complain about the award of a dozen of government projects to “one foreign architect” Sir David Adjaye.
Sir David Adjaye is the Principal Architect of Adjaye & Associates, which has won a number of bids to execute some key government projects including the National Cathedral and the 450-seater chamber for Parliament.
According to Dr Sam, government is flouting the Architects Decree, 1968 (NRCD 357) in recognizing Sir David Adjaye to the extent of awarding him national contracts.
“He is not a member of the Ghana Institute of Architects,” he wrote in a letter dated 11th July, 2019.
According to him, all the statutory institutions in Ghana expected to do due diligence in the award of projects “have failed to adhere to the Public Procurement Act, 2003 (Act 663) as amended by the Public Procurement (Amendment) Act, 2016 (Act 915)”.
Dr Sam further alleges that Adjaye & Associates is already recruiting foreign architects for the projects to be executed when “within the country there are locally trained, qualified, certified and registered architectural firms who can deliver the services sought”.
