The Minister of Health Kwaku Agyeman Manu has attributed poor management to the Komfo Anokye Teaching Hospital’s (KATH) inability to purchase a new oxygen plant.
He wondered why the hospital cannot utilise its internal generated funds to purchase the oxygen but would want to rely on government which is trying to fix an ‘ailing’ economy to support them in that regard.
Management of KATH has called on the Akufo-Addo’s government to support them purchase a new oxygen plant because the current one is obsolete and needs decommissioning.
The plant is also operating below capacity and the hospital is still sourcing significant portion of its oxygen needs from private providers to augment the in-house production of the product.
Speaking on Ultimate Breakfast Show hosted by Lantam Papanko, a livid minister further questioned the kind of leaders appointed or elected to man the biggest referral center.
He said leaders assigned to man activities of KATH lack managerial skills who are not on top of their game.
A disappointed Minister blamed the people in the helm of affairs who appoint others to head sensitive positions describing the selection process flawed..
‘Why won’t I be worried, its not only me who finds this situation very worrying, I think every Ghanaian should be, there is a big problem and we are trying to diagnose what is causing these challenges. We have identified part of it to be managerial issues. It looks like the people we are selecting to man these facilities some of them are not top of the managerial problems. The selection process I think its a bit flawed. If you select somebody to head a position and at the end of the day he doesn’t give his best, it means your selection procedure has challenges, so its a two way affair. The hospital collects monies from patients, why can’t management use internally generated funds,’ he pointed out.
He juxtaposed KATH’s situation to a ‘trotro’ driver who would keep the revenue to himself/herself but cannot fix problems relating to the vehicle and would run to its car owner.
Mr Manu said these public health facilities reliance on government needs to be stopped suggesting new policies to curb the situation of pushing them away from the ministry and central government funding.
‘I have been meeting them and I have been preparing their minds that the health sector has not been fair to Ghanaians at all. Like you procure a whole building, you put in equipment and human beings highly qualified professionals to work, you have given them the opportunity to collect monies from patients and at the end of the day you the investor you get nothing in return. Meanwhile when its is maintenance or shortage, when its repairs or replacing tools, they come back to you, so its like you buy a small ‘trotro’ for a driver, you give him fuel, give him chop money a day, to do his business and he doesn’t come home with anything. That is the scenario the health sector has put itself into, and I think that is not a very kind gesture on their part, so we are looking at it, making decisions’ he fumed.
He also blamed the National Health Insurance Authority (NHIA) for refusing to pay claims to these health facilities after providing essential services to patients.
