Madam Naa Torshie Addo
A former Member of Parliament (MP) for Tema West, Madam Irene Naa Torshie Addo, has been nominated as the administrator of the District Assemblies Common Fund (DACF).
Madam Torshie Addo’s appointment was announced by the Speaker of Parliament, Prof. Aaron Mike Oquaye, on the floor of the House in Accra yesterday in a letter addressed to him by the President, Nana Addo Dankwa Akufo-Addo.
Naa Torshie Addo, who succeeds Mr Kojo Fynn, will be vetted alongside the newly appointed Chief Justice Sophia Akuffo and the Ghana Education Trust Fund (GETFund) administrator.
Parliament, however, is yet to set a date for their vetting.
The DACF is a creation of the 1992 Constitution under Article 252.
The administrator of the Fund is a sole manager, prepares the formula by which monies accrued from the fund is disbursed to the Metropolitan, Municipal and District Assemblies subject for approval by Parliament.
After approval, the administrator disburses the fund to the various district assemblies based on the approved Formula.
The administrator also checks and monitors the use of the fund by the assemblies and reports in writing to the Local Government and Rural Development Minister on how the assemblies utilise the money.
By law, the administrator is required to present an annual report to Parliament on all activities of the Fund during the year.
Naa Addo, born in Osu on September, 30, 1970, is a lawyer by profession and earned an LLM (Gender and Development Studies) from the University of Warwick in 1999.
She lost her bid to return to Parliament on the ticket of the governing New Patriotic Party in an acrimonious 2015 primaries to Carlos Ahenkorah who had gone on to win the seat for the area.
