Some officials at the Lands Commission are hot over the alleged issuance of land titles to multiple individuals.
The Ghana Police Service, in a letter addressed to the Regional Directorate of the Lands Commission, is demanding to know the real owner of a land in question.
Signed by the Chief Superintendent of Airport Police Station, E.A. Asiedu, it indicated that interrogations by the police of the Numo Kofi Anum Family, which first registered the land, said it had not sold any piece or parcel of the disputed land to anyone.
Giving details about the disputed land, Chief Superintendent Asiedu stated that the land, which is located on the Spintex Road and covered by Certificate No. GA 2811 was issued and re-issued on August 7, 1992 and October 15, 2014 respectively for the Numo K05 Anum Family of Tesa.
He said preliminary investigation disclosed that, the Anum Family has subsequently made several grants of portions of their family land to various individuals, including one Samuel Edmund who has been through the appropriate registration procedures with the Land Registration Division of the Lands Commission, and has been duly issued with Land Certificate No. GA 54082 covering 19.78 acres of land.
Further investigations established that there have been a series of encroachments on the parcels of land granted by the family to Samuel Edmund, the letter said.
Mr Edmund then decided to conduct searches in the Registry of the Land Registration Division of the Lands Commission and discovered that on 12th September 2018, Land Certificate No. GA 56155 (covering 8.43 acres) was issued in favour of Joemat Real Estates Development Limited, a limited liability company belonging to Samuel Kofi Diame. Mr Edmund found out that this registration conflicts with the Land Title Certificate No. GA 2811 issued on the 7thAugust 1992 and re-issued on the 15thOctober 2014 in favour of the Numo Kofi Anum Family of Tess.
Another search conducted on September 12, 2018 by Mr Edmund revealed that Land Certificates No. GA 56155 and GA 54109 have been issued in favour of Joemat Real Estates Development Limited and Klenams Construction, limited liability companies belonging to Samuel Kofi Diame. These registrations also conflict with the Land Title Certificate No. GA 2811 issued on August 7, 1992 and re-issued on October 15, 2014 in favour of the Numo Kati Anum Family of Tesa, the letter said.
The letter further disclosed that another search conducted by Mr Edmund on September 14, 2018 also revealed that the Land Certificate No. GA 54082, covering 19.78 acres of land, had been issued in the joint names of Samuel Edmund, a guarantor of the Numo Kofi Anum Family, and Joemat Real Estates Development Limited, a limited liability company belonging to Samuel Kofi Diame.
Some other observations that came out of the investigations were that even though the Land Registration Division of the Lands Commission had issued Land Certificate No. GA 281 on 15th October 2014 in favour of the Numo Kofi Anum Family of Tesa, the same Division has also issued Land Certificates with No. GA 50764 and GA 56341 affecting portions of the family’s GA 2811 land to Falcon Crest Investment Limited and Samuel Kofi Diame in 2016 and 2018 respectively.
“On an assessment of the documents made available to the police, in relation to this matter, we further interrogated the Numo Kofi Anum Family and Samuel Edmund, and have been informed that neither of the two parties has conveyed any piece or parcel of the disputed land to Joemat Real Estates Development Limited, Klenams Construction, Falcon Crest Investment Limited and Samuel Kofi Diame.”
It is, therefore, calling on the Lands Commission to submit all appropriate documents for further investigations.
