Accra, Nov 13, GNA - Parliament is set to receive Finance Minister Ken Ofori-Atta, who has arrived to present the 2020 Budget and Financial Policy to the nation.
Vice President Dr Mahamudu Bawumia is in the House, alongside many dignitaries.
They include representatives of political parties, Members of the Diplomatic Corps, Development Partners, Civil Society Groups, Traditional Rulers, the Ghana Trades Union Congress, corporate institutions and student bodies.
The Minister will present the Budget on the authority of President Addo Dankwa Akufo-Addo, in accordance of Article 179 of the 1992 Constitution.
Article 179 (1) of the 1992 Constitution states: “179. (1) The President shall cause to be prepared and laid before Parliament, at least one month before the end of the financial year, estimates of the revenues and expenditure of the Government of Ghana for the following financial year.”
The presentation, which was set for 1000 hours, would be the Fourth of the Governing New Patriotic Party (NPP) under the leadership of President Akufo-Addo.
Government promises to introduce measures to consolidate its economic gains towards a turnaround, introduce some reliefs, with no new taxes, and building on programmes such as the Free SHS, investment in human resource development, and successes in the payment of arrears of contractors and service providers.
The Minority National Democratic Congress (NDC) Caucus in Parliament has, however, threatened to pass a vote of no confidence in the Finance Minister, alleging that he had often cooked figures in earlier budgets.
But Information Minister Kojo Oppong Nkrumah has said the 2020 Budget statement would provide details on the completion and sustainability of Government’s flagship programmes, 16 in all.
These include the Free SHS, One District One Factory, One Village One Dam and Planting for Food and Jobs.
The key highlights include how the Government of Ghana would dovetail its programmes to finance the 2020 General Election.
The presentation of the budget would also indicate actions and programmes to maintain fiscal discipline, as requested by President Akufo-Addo.
