
Acting Director-General of the National Road Safety Authority (NRSA) Abraham Amaliba has revealed that should the amendment of the Section 128 (1), (2), and (3) of the Road Traffic Regulations 2012 (L.I. 2180) be enforced, new programme called traffitech will be implemented.
A 13-member committee has been established by the transport minister to review Section 128 (1), (2), and (3) of the Road Traffic Regulations 2012 (L.I. 2180) to allow for the legalization and commercialization of motorcycles and tricycles.
The Committee will submit its work to Parliament after the review.
This programme, he says will ensure that road and traffic offenders receive instant messages of spot fines immediately they violate road and traffic regulations.
Speaking in an interview on TV3’s Hot Issues, Sunday, March 23, 2025, he said the programme will include speed cameras mounted on highways and streets across the country to monitor pedestrians and motorists.
“We have a programme called traffitech. That’s the programme that will deal with spot fines. They call it test run the process. People will receive text messages saying that you have jumped the traffic.
“If this law passes, it will bring into force the traffitech. it is part of the amendment. Instant receiving of text messages, no police man will stop you again.
“So, the traffitech which requires that there are speed cameras on the road will all come into being and that can also help in dealing with the congestion,” he stated.
He added that after the legalization of Okada, it will illegal and against the law for riders to jump traffic.
He noted that there will be road and traffic education for riders who would be required to observe all road and traffic regulations as part of efforts to deal with congestion on our roads.
“After legalization, no Okada will be allowed to jump traffic. That will now be a complete no.
“If the law is put in place, there will be driver education, road safety education which will require motorists to respect road users as well as drivers in private cars also respect the okada user.
“The congestion comes when there is disrespect, driver indiscipline in respect of the Okada user…if it becomes legal, we would have to give education to drivers who otherwise would have thought Okada is illegal and for that matter they will not give them the right of way,” he said.
