President Nana Akufo-Addo has nominated the Executive Director of the Institute of Economic Affairs (IEA), Jean Adukwei Mensa, as the new chairperson of Ghana’s Electoral Commission and two others as her deputies.
Two are Mr. Samuel Tettey who is currently the Director of Electoral Services and Dr. Eric Asare Bossman who is the head of the Political Science Department of the University of Ghana.
A corporate legal practitioner, Ms. Adwoa Asuama Abrefa, has also been appointed as a member of the Commission
Their nomination was contained in a statement signed and issued by the Chief of Staff, Akosua Frema Osei-Opare Monday.
Per Article 70(2), President Akufo-Addo has since July 19 written to the Council of State to advice on the nomination of the four.
“President Akufo-Addo is hopeful that the Council of State will discharge its constitutional duty expeditiously, to enable him make these critical appointments to this very important institution of State,” the statement said.
The new nominations by the President followed the removal of Mrs. Charlotte Osei and her two deputies, Amadu Sulley and Georgina Opoku Amankwa from office on June 28, 2018 on grounds of “stated misbehaviour and incompetence”.

Their removal was on the back of recommendations from a committee set up by the Chief Justice to investigate the three on allegations brought against them by some staff of the Commission in July 2017.
While their removal has been condemned by some Ghanaians as being politically motivated, especially by the National Democratic Congress, the workers lauded the President, Nana Akufo-Addo, for acting on the recommendations of the CJ’s report to remove the three commissioners.READ: Akufo-Addo justifies removal of Charlotte Osei, 2 others but says it was ‘painful’
Ms. Asuama Abrefa will replace Mrs. Pauline Dadzawa, a Member of the Commission who has since April 30, 2018 retired.
Jean Mensa
She is a lawyer and a leader of thought in Ghana on governance and democratic issues. Mrs. Mensa has carved a niche for herself in the field of policy research and advocacy as well as in the development of policy alternatives including the Presidential Transition Act of 2012; the Revised 1992 Constitution of Ghana (draft); the Political Parties Funding Bill and the Revised Political Parties Bill.
Mrs. Mensa was a tireless advocate for the review of Ghana’s 1992 Constitution and served as a Commissioner of the Government-established Constitution Review Commission. She is currently a member of the Government Committee tasked with preparing the Affirmative Action Bill.
Adwoa Asuama Abrefa
Ms Asuama Abrefa holds a BA (Hons) in Law and Political Science from the University of Ghana and the Ghana School of and the Ghana School of Law, Accra qualifying as a Barrister at Law (BL).
She has been a Corporate Legal Practitioner for the past thirteen years with extensive knowledge and specialization in corporate law, land/property acquisitions, corporate governance and company secretarial work.
She began her career as an in-house lawyer for the Divestiture Implementation Committee in 2001 before joining Cirrus Oil Services Limited in August 2008 where she started as Manager, Legal Services and rose through the ranks to her current position as the Director, Legal Services. In addition to her repertoire of specializations.
Ms. Asuama Abrefa is currently focused on the oil and gas industry and is pursuing a Masters in Law (Oil and Gas) at the University of Ghana Legon.
She doubles as the Board Chairperson of Tel Energy Limited and Company Secretary for Cirrus Oil Services Limited, Woodsfield’s Energy Resources Limited and Bay Developers and Realty Limited.
