The Audit Service has disclosed that it awarded a total of 10 outsourced audit contracts to TRC Consult between January 2025 and the present, with all the contracts procured through the single-source method approved by the Public Procurement Authority (PPA).
The disclosure was contained in a response to a Right to Information (RTI) request dated June 23, 2026 signed by the Assistant Director of Audit and Information Officer, Mr Frederick E. Lokko.
According to the response, the 10 contracts covered audits of several public institutions and projects, including the Ghana Improved Cookstove Distribution Programme; the Financial Intelligence Centre; the Ghana Tourism Development Fund; the Ghana Irrigation Development Authority (GIDA); the Minerals Income Investment Fund (MIIF); the Ghana Tourism Authority; the Ghana Maritime Authority and the University of Ghana’s West Africa Centre for Cell Biology of Infectious Pathogens (WACCBIP) Deltas 11 Project.
The Audit Service stated that the contracts were awarded between March and December 2025, with audit fees ranging from GH¢32,750 to GH¢291,000.
The response indicated that all the contracts were awarded through single-source procurement.
Consequently, the Service said requests seeking details of firms that tendered through competitive bidding or those invited under request-for-quotation procedures were “not applicable” because the contracts were not competitively procured.
Responding to another question under the RTI request, the Audit Service confirmed that approval was obtained from the Public Procurement Authority before the contracts were awarded through the single-source method.
On whether the managing partner of TRC Consult was a member of the Audit Service Board, the Service answered in the affirmative, identifying him as Dr. Felix Kwame Aveh.
However, the Service stated that there was no formal letter declaring Dr. Aveh’s relationship with TRC Consult at the board level, before the contracts were awarded.
It explained, however, that Dr. Aveh’s relationship with TRC Consult formed part of his profile as a member of the Audit Service Board and was captured on the Service’s official website.
