Economist, Dr. Stephen Lartey has been appointed Technical Adviser to the Minister for Finance, bringing more than 15 years of experience in economic research, financial-sector leadership and policy analysis to the role.
Dr Lartey, a regular columnist to the Business & Financial Times, is known for his evidence-based commentary on Ghana’s economy, public finances and fiscal policy. His work has explored issues including Ghana’s IMF programme, fuel-relief measures, labour productivity and fiscal discipline.
His professional experience spans enterprise risk management, operations, foreign exchange, clearing and fund administration within Bank of Ghana-regulated institutions, where he has advised boards and executives on macroeconomic and real-sector risks.
He holds a PhD in Economics from the University of Sussex, where he specialised in the effectiveness of public policy during economic shocks. Using difference-in-differences and triple-difference designs across Brazil’s 2009 oil shock, Kenya’s 2019 demonetisation and the 2008 global financial crisis, his doctoral research reached a finding with direct relevance to Ghana today: that institutional capacity matters more than sectoral effects in shaping policy outcomes.
He also holds an MSc in Development Economics from Sussex — with dissertation research on monetary policy transmission in Ghana — an MSc in Economics from Kwame Nkrumah University of Science and Technology, where his thesis on corporate tax compliance speaks directly to the Government’s revenue-mobilisation drive and a BA in Economics from the University of Ghana, Legon.
He has also taught economics at university level as a Doctoral Tutor and is an Associate Fellow of the Higher Education Academy, alongside an executive qualification in strategic leadership.
In his new role, he joins the Ministry’s advisory team, lending analytical support to its work as Ghana consolidates its stabilisation and charts the next phase of its recovery.
