Prime Minister Thomas Thabane, 80, had clung to power in the tiny southern African nation of Lesotho, despite allegations that he played a role in the murder of his estranged wife.
In a unanimous ruling, the court said a 2008 law allowing punitive damages applied retroactively to 1998 bombings in Kenya and Tanzania.
