The Director of Payroll, Controller and Accountant General Department (CAGD), Elizabeth Osei, has urged state agencies and department to support government’s efforts at stopping unauthorised payments.
She asked heads of departments to update the CAGD with report on unofficial workers, retirees or those who have vacated their post.
Mrs Osei was speaking at a Payroll Sensitisation and Electronic Salary Payments Voucher (ESPV) training workshop for heads of departments, Municipal and District Assemblies, at Sunyani, in the BrongAhafo Region.
CAGD in collaboration with the Ministry of finance and Economic Planning, She said, introduced public financial management reforms aimed at establishing an improved system for the management of public funds.
Mrs Osei said the financial administration regulation, 2004 (LII802), entreats heads of departments and state organisations to undertake payroll and validation audit using the ESPV, every month, before payments are made.
According to her, CAGD would sensitise and retrain ‘validators’ to build their capacity for efficient and effective delivery of service.
The Director of Payroll further urged assemblies to operate within approved budgetary allocations, adding that CAGD in collaboration with the Ministry of Finance was excising budgetary control of payroll cost.
The Brong-Ahafo Regional Director of CAGD, Bennett Akantoa, bemoaned the late validation exercise by supervisors of the Ghana Education Service in the region, which resulted in late payment of salaries of some GES staff.
