The 30-year-old has signed a two-year deal with the Phobians after terminating his contract with Asante Kotoko.
"We are happy to welcome Ernest Sowah into Hearts family," goalkeepers trainer Jerry Agyei told phobians.com
"He is an experienced goalkeeper and we believe will help bolster our goalkeeping department."
Sowah left Kotoko after falling out with Executive Chairman Dr Kwame Kyei following accusations that he took bribe in a Ghana Premier League game last season.
Before joining Kotoko two seasons ago, he was close to signing for Hearts until negotiations broke down at the last moments.
He will be expected to challenge for number one spot occupied by inconsistent Benjamin Mensah.
Hearts of Oak becomes Sowah's fourth club in Ghana, having had stints with Tema Youth, Berekum Chelsea and Kotoko.
