Bolgatanga, July 13, GNA - TEERE, a Non-Governmental Organisation (NGO) in partnership with the Upper East Regional branch of the Ghana Federation of Disability (GFD) has organised a day’s stakeholder consultative meeting.
The meeting highlighted on the utilisation of the three percent of the District Assembly Common Fund (DACF) for Persons with Disabilities (PWDs).
The theme “accountability and transparency in the Management and Utilisation of the Disability Funds” was to ensure that the three percent of the DACF was allocated to all six target districts in the Upper East Region for which physically challenged persons are expected to benefit.
Professor Avea Nsoh, Chief Executive Officer (CEO) of TEERE in an address read for him indicated that only seven pilot districts had been selected for the implementation of the project in 2017, and said it was as result of inadequate funds to cover all 13 districts in the Upper East Region.
He said in the quest to expand the project, TEERE and the GFD responded to a call from STAR-Ghana for proposals under its anti-corruption programme, where the proposal was approved for funding for the remaining six districts in the region to be reached.
The CEO said on-going projects in the seven districts had already made great achievements as application, reporting and monitoring and evaluation templates were developed and were in use, while disbursement by cheque, instead of cash had started in the Kesena-Nankana and Bongo districts.
He said a Village Savings and Loans Associations (VSLA) project had been introduced to enable PWDs to apply the funds they received judiciously as well as learnt to sustain the culture of savings to be self-sufficient.
He said “TEERE and its partners would continue to monitor activities in the various districts and to explore other possibilities of expanding the idea beyond the region, and engage the government and other development partners”.
He acknowledged some organisations for their support for the project and mentioned the Regional Co-ordinating Council (RCC), the National Association of Local Government Authorities of Ghana (NALAG), with whom the organisation had signed a five year memorandum of understanding (MoU) which is supported by STAR-Ghana with funding from the UKaid, DANIDA and the European Union, Metropolitan, Municipal and District Assemblies (MMDA), and the Disability Fund Management Committee (DFMC).
