Accra, Oct 18, GNA – Dr Mohammed Sani Abdulai, Project Director, Public Financial Management Reforms Project (PFMRP), has urged human resource managers of the Ministries, Departments and Agencies (MDAs) to ensure that the Human Resource Management Information System (HRMIS) succeeds.
He said the HRMIS falls under component two of the PFMRP and seeks to among other things, focus on completing the Metropolitan, Municipal and District Assembles (MMDAs) and the MDAs registers for the remaining government workforce, completing the rollout of the HRMIS core application, profile and cost management, to enhance its coverage to all MDAs, services commissions and all 10 regions.
The rationale for the HRMIS, which is being implemented by the Public Services Commission, is to establish a comprehensive, common human resource database of all public service employees with the view to strengthen controls around: entrance, exit promotions and positions across the various service groups.
Speaking at an HRMIS training workshop for MDAS in Accra, Dr Abdulai said “a lot has been achieved over the years. It however, goes without saying that, there is still a lot to be done. It is safe to say we are on track.”
The PFMRP seeks to achieve improvement in budget management, financial control and reporting of the Government with the aim of enhancing fiscal discipline, strategic allocation of resources and service delivery efficiency, through strengthened systems and procedures and targeted capacity building.
The workshop aims at providing end users of the HRMIS system at the MDAs with the requisite skills to operate it before full deployment later this year.
He noted that the Project Management Unit was committed to this process and would do all it can in tandem with the deliverables articulated in the Project document to see the HRMIS attain its targets.
He said the Project recognises that achieving overall Public Financial Management improvements require a combination of the right policy changes, political commitment to reforms, and the design and implementation appropriate systems and tools to enable better outcomes from the new policy orientations of the government.
Dr Abdulai explained that it was not intended for the project to lead from the policy angle but to complement it by focusing on critical and priority areas of the government that together could facilitate the reversal of the existing trajectory of the fiscal imbalances impacting the economy.
“We all have a role to play in harnessing these potentials. As end users, your understanding of the system is key, because you will be using it and will also be the point of reference for anything HRMIS at your MDAs,” he said.
“It is our hope that you don’t only understand but be champions for the system. I would like to emphasise that prudent management of public funds is just as important as the efficient delivery of services to the public and we all have a role to play in harnessing these potentials,” he added.
Dr Abdulai said the HRMIS project was a World Bank project, which was being financed by the PFMRP.
He also mentioned that the PFMRP was also implementing the Ghana Integrated Financial Management Information System (GIFMIS) at the Controller and Accountant General’s Department and the Audit Managing Information System of the Audit Service.
Dr Lawrence Kannae, the Vice Chairman, Public Services Commission, said when the HRMIS becomes fully operational, newly recruited government workers would be able to have their first salaries within a maximum period of two months, once their data information was captured onto the system.
